You are correct.  There is a '/pub/sourceforge' missing on the FTP entries.

The Sourceforge people I talked to told me to put both FTP and HTTP for
both dl.sf.net hosts, but you are correct.  eu.dl.sf.net does not accept
FTP.  I've not been able to get in touch with any of the SF people to find
out what is up.

I would say that patch is worth committing, but you already did...
