Again, please ask if you're confused by something instead of frobbing
things and hoping you're close enough.  I tried to be as explicit as I
could in the emails I sent you (and other maintainers), but all it
took was a short request and I could have explained further to your
heart's content.

Anyway, to be clear:

LOCALBASE is where your port should look to find its dependencies
(i.e. files already installed by other ports).

PREFIX is where your port installs its own files.

I wasn't giving a distinct PREFIX since it's not globally appropriate
to do so (when the port is not a leaf port and it is used by others,
it should be installed in LOCALBASE so they can find it).
