4.9-PRE is just -STABLE. Install 4.8-RELEASE, cvsup your souce (RELENG_4 is
the tag you want), do a make buildword, etc. and you will have 4.9-PRE. You
can also install the latest snapshot, but I'm not going to go into that
here.
