[maintainer update] textproc/skim -- fix build
The configure script of textproc/skim does not make use of
CFLAGS or CPPFLAGS but only CXXFLAGS. So the critical
``-D__STDC_ISO_10646__'' should be put to CXXFLAGS in
CONFIGURE_ENV.
