I think I've read something similar in the Sendmail FAQ.  Please visit
http://www.sendmail.org and see if you can find anything in the
documentation of Sendmail.

This can be done with qmail too, and it is described in the
installation instructions that are part of the qmail distribution.
You'll have to recompile qmail to enable logging of all mail, though.
