For writing large programs, it can be troublesome, and I think it would be a lot of work to convert it from ruby to perl. Certainly it would introduce bugs. Furthermore, I see no reason why anyone would want to put portupgrade into the base system. It takes about five minutes to install the additional port or package if you want it.
