Welp, it looks like this is the culprit:
[jim@guinness:~/freebsd/doc]$ grep -r "w3m" . | more
...
./share/mk/doc.html.mk: w3m -S -dump ${.ALLSRC} > ${.TARGET}
...
It appears Nik missed a bit when he did the switch to links instead.
