You must be opening the adapter in Austosense mode. To prevent the ring
speed from incorrectly set, usually the adapters will not open if it is
the first one on the ring. The microcode will report "No active
Monitor".

Change open option from autosense to manual 4 or 16 Mbps. You will not
have any problem being first one on the ring.
