Speaking as another core member, I have to say that you have a
legitimate point here, Matt.  First and foremost, no one developer
should be allowed to take out an exclusive lock on something in the
tree on a long-term basis.  Sure, if someone's in the middle of a
sweep then it's sort of analogous to the locks which CVS puts in the
tree during a commit operation - understandable for the duration of
the operation, but if they're left lying around for an extended period
then it's an error and rm'ing the lock files is perfectly permissible.

Things also got a little out of hand after this escallated, and others
have already commented on this point so I won't belabor it, but I
don't think that Bruce did the right thing at all in simply backing
your commit out with *no* discussion and I think Warner's defense of
his actions border on favoritism rather than "reasonable policy" - I
can't and don't support that.  Now that we've all beaten our chests
over this I hope we can start looking for an acceptable solution which
most benefits our users.  This shouldn't be about holding territory,
this should be about solving problems!
