I just tried to install pim6sd using the latest FreeBSD port (ports/net/pim6sd) without having any troubles (on FreeBSD 4.8p16). The man pages were installed under /usr/local/man/man8/ . I suspect you missed something in the installation procedure or your environment for man(1) does not have /usr/local/man in the search path. JINMEI, Tatuya Communication Platform Lab.
