The tw523 driver bit-fiddles at a very low level, hence its existance
as a /dev/ thingy.  The activehome hardware expects to be connected to a 
standard serial port, and thus would be more of a userland issue.

These pages describe userland code that is currently ported to use the
/dev/x10 (ie tw523) driver, as well as several serial port based devices.
Porting them to use the activehome should be trivial.
