You're running smrsh. Smrsh is a restricted shell listed in the Mprog
line in sendmail.cf which will only run programs that are in
/usr/libexec/sm.bin (on other platforms /var/adm/sm.bin). To fix, just
copy vacation to /usr/libexec/sm.bin.
