I submit that BSD/OS has been shipping with tcp wrappers for some time now, and nary a complaint that I have seen on any list. They provide a config for no wrappers, where you just replace inetd.conf with one already setup for no wrappers, and that's it. No muss, no fuss, and bloat for a dinky program like that is probably a severe overstatement.
