I not sure about your particular drive, but Seagate Barracuda drives have 
a jumper setting that inserts a startup delay based on the id# of the 
drive.  There is also a setting that prevents the drives from starting up 
until they receive a signal from the host adapter.  If you have similar 
settings on your drive, try disabling them.
