This statement is incorrect.   And you state below why it's not true:

It happens to be come off the -STABLE main branch, but it's no snapshot.

It has code freezes, tracking of specific issues, multiple release
candidates, and other release activities that give its quality.  People do
expect issues found in RC 1 to be fixed in RC 2, and so on.   When it's cut,
the release is believed good.

This is completely different attitude from an arbitrary snapshot, even if
many of the people doing the release don't realize it.
