It means you haven't got it configured properly.  I think majordomo is
rather difficult, not only because there is a fair amount to do but also
because half the documentation is wrong and out of date.  The other
half is okay, but the problem is in knowing which half is which.

It especially sounds as if you haven't got aliases set up properly.
Sendmail (or whatever you're using) doesn't know that insoc is an
alias with which something should be done.  There's a majordomo
aliases file with examples; then you need to add that file name 
(aliases.majordomo) to sendmail's aliases so it know to use the file.

It's messy, but eventually it does work.
