It is my understanding, that MakeMaker is part of the standard Perl 
installation:

If it is not present (or can not be found) on your system, you may need to 
reinstall Perl -- bet let's ask the Perl folks...

P.S. Some day I'll get around to making PerlMagick into a port of its own, but 
not yet...
