I think these provisions have to do with WebStart. You'll notice the license
for WebStart includes this as well and can be used with various JRE's (I
think 1.2.2 or higher). 

One of the features of WebStart is that it can use a JRE specified in the
jnlp file hence needing to automatically download software from Sun if the
one specified is not available. Furthermore, it automatically updates the
software you are running hence needing to automatically download and execute
other software.

Since 1.4 includes WebStart its license also includes these provisions.
