This commit removes seat-belts. Now it's possible that someone removes non-obsolete files if he doesn't set TARGET_ARCH for the cross-arch removal of obsolete files (because the list of obsolete files is different for some arches). Since we (the FreeBSD project) don't seem to want to provide this seat-belt to the users (based upon a discussion with a lot of people @FreeBSD.org which requested this feature) I don't object to this change.
