	Cannot specify a local machine to ftp files from.  The installation
	process *requires* that the host containing the distribution support
	anonymous ftp, and I do not want anonymous ftp enabled on the
	system with the distribution files.

	This is a change of functionality from 2.0-RELEASE, where a
	non-anonymous site was able to be specified by entering a site
	name without a URL

	Attempt to load from a machine on a local net without anon ftp
