It looks like the csup Makefile is trying to install files under 
/usr/local/* which doesn't sound right to me given that mtree doesn't 
populate /usr/local with any directories as part of an installworld. 
Perhaps there's no need to explicitly set PREFIX and other vars in the 
csup Makefile as is currently done?
