With such a low number of ports available in your high port range, yes, but there are 16383 by default, which ought to be more than enough. The range can be made even larger if you choose. Perhaps ftpd could be modified to use SO_REUSEADDR for passive mode to work around this problem if, for some reason, you do need such a small high port range.
