FreeBSD 12.1-RC2: kernel wont boot. Does never handle over to init.
FreeBSD 11.3: kernel wont boot. Does never handle over to init.
FreeBSD 13: kernel wont boot. Does never handle over to init.

FreeBSD 12.1-ALPHA8: kernel boots.

What has changed between FreeBSD 12.1-ALPHA8 and any later version which wo=
nt
boot into single or multiuser?
