Update with details for Google Summer of Code 2008 now that we have
been approved as a mentoring organization for the program. Add the
list of example projects pulled in from the ideas page (with
class="soc" tags), proposal guidelines, student application deadlines
(due by April 1 0:00 UTC), etc.
