There is definitely a regression with xf86-video-ati when using the legacy = drm driver from base. We're currently investigating this and will try to find a way to solve it. If you are on amd64 you can try to use graphics/drm-kmod (this will install either drm-stable-kmod or drm-next-kmod depending on your FreeBSD version), or install either of drm-stable or drm-next directly. If you are on 12 you can also try drm-devel-kmod. With regards to 10.x support, that branch is end of life at October 31, so I suggest you try to update to either 11.2 or the upcoming 12.0. The legacy drm (drm1 and drm2) modules are still in base, the decision to remove them was reverted.
