You can subscribe to that list by sending mail to majordomo@trustedbsd.org with contents of "susbcribe trustedbsd-audit". This doesn't preclude discussing audit issues on trustedbsd-discuss, but given the anticipated rise in implementation-oriented discussion on the audit topic, a seperate list makes sense. Andrew and the rest of the audit team hope to post an initial design document in the next week or so, and are moving forward with the implementation.
