Finally I put the flash in a FreeBSD box with an IDE disk, and spammed the first few blocks (10, IIRC) off the disk on to the flash using dd. Then I fixed up the fdisk and disklabel on the flash, newfs'd it and copied on (what would have been) the contents of the PicoBSD floppy (the files, not the disk image).
