No argument here.

Well, this is the only language-dependent commit that needs to be
tracked for each release (other than content, of course).  All of the
other weirdness in doc/share/sgml/freebsd.ent was designed so that we
could go from a snapshot to a release with one commit to this file.
(This comes from a time before I became more tied into the RE process 
than I am now.)

It feels like we could do what you advocate in a fairly straightforward
way (but not for this release).
