Patch file.

Updates a command in [this
section](https://docs.freebsd.org/en/books/handbook/ports/#quarterly-latest-branch)
to not overwrite the existing configuration entirely.

I'm not sure when this changed, but having tested on a 15.0 machine using the
Packages (tech preview) option in bsdinstall, the
`/usr/local/etc/pkg/repos/FreeBSD.conf` file exists and has the following
contents:

```
FreeBSD-base: { enabled: yes }
```

The original command would overwrite this.

I'm not sure if it'd be better to put a note here as well to let the reader
know?
