The idea here is that something that was MFC-ed a couple years ago
(remember when we got rid of RSAREF?) will be taken for granted by most
relnotes consumers and probably doesn't need to show up in the
5.0-RELEASE documentation. But if someone really wants to see the whole
list, they have to option to do this.
After this commit, the PDF file for the 5-CURRENT i386 release notes
goes from 39 pages down to 17 pages, which is a length that somebody
might actually be willing to read.
In most cases, any relnotes item MFC-ed before 4.6-RELEASE is marked
as "historic".
I also forgot to mention that this idea came out of a discussion with
some of the doc/ committers, most of whom are actively involved in
translating the release documentation.
