MFC *: This is the usr.sbin/lpr part of an update originally
committed to current by ru. Paraphrasing his comments:
Set BINOWN=root explicitly for setuid root binaries. While this
may seem redundant, we do it because a user *may* decide to change
the setting of BINOWN in make.conf. These programs should always
be installed setuid-root, even if that change is made in make.conf.
