For much better response for qmail-related questions, try the qmail mailing
list. To subscribe, send an empty message to qmail-subscribe@list.cr.yp.to.

I don't think that I've ever seen anything that limits the number of
recipients for an email, but I have seen a patch that introduces a delay
between every RCPT TO command in the SMTP dialogue, which may accomplish
what you're trying to do.
