The builtin(1) manpage includes a table of commands, whether they are 
available as external programs, and whether they are builtin in csh & sh.
The page indicates that 'if' is not a builtin in /bin/sh.

Since it is, as far as I know, a builtin, the page should be fixed at some 
point.
