OK, thanks, that explains it.  So the problem is that KeepModifiedMetadata
doesn't distinguish user-modified from distribution-modified.

What about adding an UpdateIfUnmodified-class test to KeepModifiedMetadata that
checks whether the metadata matches the old distribution so as to distinguish
user changes from distribution changes?
