I installed a machine from an image from the end of December earlier today and ntpd logged a message but started without any problems: ntpd: leapsecond file ('/etc/ntp/leap-seconds'): good hash signature ntpd: leapsecond file ('/etc/ntp/leap-seconds'): loaded, expire=2015-12-28T00:00:00Z last=2015-07-01T00:00:00Z ofs=36 ntpd: leapsecond file ('/etc/ntp/leap-seconds'): expired less than 6 days ago David.
