I'd understand it if the particular version of the library contained a feature (or a bug fix) important for the port being built, but libmng will compile and work with ANY -ljpeg -- the JPEG library did not really change in years... My (old) way, if one has libjpeg.so.8 installed since the beginning of time, he/she does not have to build another version of libjpeg. -mi P.S.
