In fact, FreeBSD 11.1 + mpd5 + ipsec-tools (racoon) works just fine (out-of-box) as L2TP/IPSEC Remote Access server for roaming Android, iPhone, Windows and MacOS X users, including transparent NAT Traversal. Earlier FreeBSD versions, indeed, had problems.
