Yes, because the docproj-primer is no longer located there. :)

Look in $CVSROOT/doc/en_US.ISO_8859-1/books/fdp-primer (or if you're
looking for the compiled version,
/usr/share/doc/en_US.ISO_8859-1books/fdp-primer)
