I use Mozilla 1.0.1, and Apache 1.3, and SSI works fine: http://coombs.anu.edu.au/~rob/Photoproject/index.shtml (this one is actually on a Sun server, but is a direct copy of the site on my FreeBSD box). I'd check the Apache config file carefully - it can be quite tricky to get all the settings just right to get SSI working. If you need, I can send you a copy of mine.
