debugging patch

Could you please try applying the attached patch, and test again with a
non-debug kernel as you did in the latest hang?  It will trigger a panic if a
certain invariant fails.  It seems that enabling invariants-checking more
broadly causes the race to go away, I'm hopeful that the check added in the
patch is sufficient.
