I have a very similar (identical?) problem with a Toshiba e740 PocketPC
and a Zcomax card in hostap mode. (See the "hostap + WEP problems"
thread on -mobile circa 11/14/2002.)
The Toshiba associates, but fails to obtain a DHCP address. When it
tries, I see a bunch of truncated Ethernet packets in tcpdump on the box
that acts as an access point. Without WEP is obtains a lease every time.

Use /etc/start_if.XXX, where XXX is the device name of your wireless
card. Also, wicontrol is (will be?) deprecated, so you should start
using ifconfig.
