FWIW, I've run with /usr/include/osreldate.h looking like this for years:

#ifdef _KERNEL
#error "<osreldate.h> cannot be used in the kernel, use <sys/param.h>"
#else
#undef __FreeBSD_version
#define __FreeBSD_version 800046
#ifdef __STDC__
#ifndef _OSRELDATE_H
#define _OSRELDATE_H
#include <sys/cdefs.h>
__BEGIN_DECLS
extern int getosreldate(void);
__END_DECLS
#endif /* _OSRELDATE_H */
#endif /* __STDC__ */
#endif /* _KERNEL */

.. including desktops/Xorg/etc.  I don't know about ia64 though.
