The users probably have crappy modems and/or crappy phone lines.  You
can go with PRI or channelized T1 and eliminate line problems on your
end, but there are still going to be some percentage of people who buy
Acer, Global Villiage, *RPI/WinModem, or generic nonames.  None of
which actually work at all, so there's nothing you can do about it on
your end.
