I had to do the following:
CONFIGURE_ENV= CPPFLAGS="-I${LOCALBASE}/include -I${X11BASE}/include
-I${X11BASE}/include/gdk-pixbuf-1.0" \
in the Makefile to get it to pick up the gdk-pixbuf/gdk-pixbuf.h header
file, which is getting included from gnome-1.0/libgnomeprint/gnome-print.h
