When I connect to my linux box via ISDN, the (old) linux box warns me:
  Unknown protocol (0x8057) received
and the FreeBSD side says
isp1: lcp: ignoring RXJ (proto-rej) for proto 0x8057, danger will robinson

That is *without* user ppp, but maybe it's a similar problem.
If I understand it correctly, FreeBSD tries to negotiate IPv6 (which the
linux box doesn't handle yet). And maybe User PPP treats that as an error
(while kernel PPP only warns about it -- "danger will robinson").

You probably must have a look at the code though.
