Previously it always returned success. r212119: Do not reinitialize controller whenever promiscuous mode or allmulti is toggled. Controller does not require reinitialization. This removes unnecessary controller reinitialization whenever tcpdump is used. While I'm here remove unnecessary variable reinitialization.
