If you're trying to grant access to console users, have a look at
/etc/fbtab (not a typo).  man 5 fbtab will allow you to set
permissions on /dev/whatever for console users.  For remote users
shelling in, you might be better off looking at sudo, or another
wrapper program that allows certain users to perform tasks that
usually only root can do.
