Oops, I misunderstood.  Nag the person who stuck the PR into "feedback"
state to put it back into "open" state. :-)

The person will have an e-mail address is the FreeBSD.org domain.  To
find the localpart of the address, find the status change in the audit
trail of the PR and look at the State-Changed-By field.
