Yes, easily.  The problem is the default VMSIZE (the size of just the UFS root
partition) in release/Makefile.vm was bumped to 30G in r330033) and the extra
swap and boot partitions add just a little bit more to that.

It could be dropped down to 27G or so to make ~30G images.
