19991012 is not greater than 1999080205.  You're missing two digits at the
end of the number.. Make it 1999101200 and HUP named ...
Also, checking your logs in /var/log/ (I can't remember which one the stock
syslog.conf puts daemon messages) for the name of the zone helps a lot.
It'll point out errors and the like ...
